WHY A COACH?

Preface

Many of you continue to correspond with me about these monthly BLS analyses and have asked if it is OK to use them in your presentations.  The answer is, of course, yes!  That is why I spend the time to assemble this information.  I would encourage any of you who have that desire to weave any of the information I have printed below into your presentations.  I write these analyses for the benefit of our recruitment industry in general and for the members of my distribution list in particular.  So, use this info as you deem appropriate.

I also write these monthly BLS analyses to not only counterbalance the negative/incorrect press reporting of our general economic state but, more than that, to remind all of my recruitment readers that, at the level we work, there is no unemployment and so we must recruit to find the candidates our client companies so desperately need!

So, to my recruiter colleagues, get out there and do what your name implies…RECRUIT!  When your client companies have unique and difficult positions to fill, they need you.  When they are being picky, they need you.  When they are longing for more production from fewer employees, they need you.  Go fill those needs.  These should be the halcyon days in the recruitment arena!

Finally, always remember that we are not in an HR business, but in a ‘circumventing the time factor in the hiring sequence’ business—and adding value to our client companies.

Lowest Average Wage for Workers to Accept New Job Rises 5.7% Year Over Year to $72,873

The average “reservation wage” — the lowest wage workers would be willing to accept for a new job — reached $72,873 in July, according to the “July 2022 SCE Labor Market Survey” released by the Federal Reserve Bank of New York’s Center for Microeconomic Data.

That figure is up 5.7% from $68,954 in July 2021, according to the report. However, it is down slightly from $73,283 in March, which was the highest reading since the report began covering the measure.

Other data from the report on reservation wages includes:

  • For workers without college degrees, the average reservation wage was $60,059. For workers who do have college degrees, the average reservation wage was $92,144.
  • Average reservation wage varied between women and men, with the average reservation $59,543 for women and $86,259 for men.
  • By age, the average reservation wage was $76,971 for those younger than 45 and $68,874 for those older than 45.

The survey takes place every 4 months and is based on approximately 1,000 panelists.

It also found the average full-time offer wage received in the past 4 months increased to $60,764 in the July survey from $58,469 in July 2021.

In addition, the proportion of individuals who reported searching for a job in the past 4 weeks increased to 24.7% in July from 24.0% in July 2021. The increase was driven by respondents younger than 45 and those with college degrees. On the other hand, the rate of transitioning to a different employer declined to 4.1% from 5.9% in July 2021.

Other findings in the report: 

  • 21.1% reported receiving at least one job offer in the past 4 months, up from 18.7% in July 2021.
  • The average expected likelihood of receiving at least one job offer in the next 4 months retreated to 21.1% in July from 21.6% in July 2021, remaining below pre-pandemic levels.

31% of US Retirees Motivated to Rejoin Workforce Because of Inflation:  ASA

31% of US retirees report that continued inflation would motivate them to rejoin the workforce, according to a survey by the American Staffing Association.

The survey found that 14% of current retirees are open to or actively looking for work. However, 43% of retirees feel age could be a barrier to getting a new job. Meanwhile, 41% report they would look for a job if they get a flexible work schedule, and 35% will do the same if they can work remotely full-time.

The survey also found that, in addition to inflation, social security insurance remains a top concern for many retirees. Twenty-five percent report they will be motivated to rejoin the workforce if social security no longer covered their expenses.

Additionally, for 39% of retirees, social security is the main source of income, followed by retirement plans such as 401(k) accounts and pensions, 33%.

“At a time when more retirees need additional income and employers need their expertise and experience, older workers continue to face hiring barriers,” American Staffing Association President and CEO Richard Wahlquist said. “Employers that take steps to embrace flexibility and diversity across their entire workforces will be more productive and have higher levels of employee engagement.”

The American Staffing Association Workforce Monitor survey was conducted online from June 2 to June 6 by The Harris Poll and includes responses from 2,027 US adults of whom 459 were retired and not employed.

CEO Confidence Falls Sharply in Q3, Levels not seen since Covid-19 Onset

The Conference Board Measure of CEO Confidence fell sharply in the third quarter to lows not seen since the onset of the Covid-19 pandemic but consistent with prior contractionary periods.

The measure declined for the fifth consecutive quarter and is now at 34, down from 42 in the previous quarter.

A reading below 50 points reflects more negative than positive responses.

“CEO confidence plunged further in Q3 amid continued high inflation, rapidly tightening monetary policy, and ongoing geopolitical uncertainty,” said Dana Peterson, chief economist of The Conference Board. “Yet, alongside this deepening concern over the direction of the economy, business leaders continue to report conditions and intentions at their own firms that paint a more nuanced picture.”

The third-quarter survey for the CEO confidence measure found that only 6% of CEOs reported economic conditions are better compared to six months ago, down from 14% in the second quarter; meanwhile, 77% said conditions were worse, up from 61%. Looking ahead, only 7% of CEOs said they expected economic conditions to improve over the next six months, down from 19% in the previous quarter, while 73% expected conditions to worsen, up from 60%.

CEOs are also preparing for weakening economic conditions ahead.

The survey also found that 50% of CEOs expect to expand their workforce, down from 63% in the second quarter.

CEOs continued to report difficulty finding qualified workers; 73% report some problems attracting qualified workers, down from 80% in the second quarter. Notably, 44% report difficulties that cut across the organization, rather than concentrated in a few key areas — an improvement from the prior quarter’s 61%.

As a result, the outlook for wages rose sharply, with 89% of CEOs in the third-quarter survey expecting to increase wages by 3% or more in the next year, down from 91% in the previous survey.

When asked to describe the economic conditions they are preparing to face over the next 12 to 18 months, 81% of CEOs reported preparing for a brief and shallow recession with limited global spillover.

Conversely, only 7% anticipate the US won’t fall into recession.

“CEOs are now preparing for the near-inevitability of a US recession by year-end or in 2023,” said Roger Ferguson, Jr., vice chairman of The Business Council and Trustee of The Conference Board.

“However, the vast majority expect the downturn to be brief and shallow — compared to just 12% expecting a deep recession, with material global spillover. Inflation remains the top challenge for CEOs, with 60% reporting that their input costs have increased or held steady over the past three months, with little expectation of easing in 2022.”

US adds Jobs, but Employment Trends Index Warns of Slowing Ahead, Recession Concerns

While the US added 528,000 jobs in July, The Conference Board’s Employment Trends Index fell, indicating slower job gains ahead. The organization also cited recession concerns.

“The Employment Trends Index declined in July and has now been on a downward trend since March 2022,” Frank Steemers, senior economist at The Conference Board, said. “While the US labor market is currently still robust, the recent behavior of the index signals that slower job gains should be expected over the next several months.”

July’s Employment Trends Index level of 117.63 fell from June’s downwardly revised reading of 118.71.

Steemers said slower job gains would bring the labor market in line with the rest of the economy, where activity has already been slowing.

“It is increasingly likely that the US economy will fall into recession by year end or early 2023, with the Fed expected to continue raising interest rates rapidly over the coming months,” Steemers said. “While businesses are currently still struggling with severe labor shortages, they may soon see some reduced pressure in recruitment and retention difficulties as economic activity cools.”

However, The Conference Board expects the US unemployment rate to remain below 4.5% in 2023. It was 3.5% in July.

The *NEW* ADP National Employment Report:  Most of the new employment increase from July to August came from Small and Medium-sized companies—59%+!

Private sector employment increased by 132,000 jobs in August and annual pay was up 7.6% according to the August ADP National Employment Report produced by the ADP Research Institute in collaboration with the Stanford Digital Economy Lab (“Stanford Lab”).

The jobs report and pay insights use ADPs fine-grained anonymized and aggregated payroll data of over 25,000,000 U.S. employees to provide a representative picture of the labor market.  The report details the current month’s total private employment change, and weekly job data from the previous month.  ADP’s pay measure uniquely captures the earning of a cohort of almost 10,000,000 employees over a 12-month period.

“Our data suggests a shift toward a more conservative pace of hiring, possibly as companies try to decipher the economy’s conflicting signals,“ said Nela Richardson, chief economist, ADP.  “We could be at an inflection point, from super-charged job gains to something more normal.”

Private employers created 132,000 jobs in August, a step down from the month before, when the economy created nearly 270,000 jobs.  Payroll growth also slowed in July when compared to June of this year.

Bottom-line:  To my audience of recruiters, always remember this:  Our ‘bread and butter’, especially on the contingency side of the house, has historically been, and continues to be, small and medium-sized client companies.  Along with the large companies, these companies need to be in included in your niche!

Pay Growth has Stabilized at Elevated Levels

Year-over-year change in annual pay was 7.6% in August, in line with monthly readings since Spring 2022.  In early 2021, annual pay increases were running at about 2%.  While the pace of pay increases is elevated, its growth has flattened.

Job Openings and Labor Turnover Summary – July 2022

August 30, 2022        

The number of job openings was little changed at 11,200,000 on the last business day of July, the U.S. Bureau of Labor Statistics reported today. Hires and total separations were little changed at 6,400,000 and 5,900,000, respectively. Within separations, quits (4,200,000) and layoffs and discharges (1,400,000) were little changed. This release includes estimates of the number and rate of job openings, hires, and separations for the total nonfarm sector, by industry, and by establishment size class.

Job Openings

On the last business day of July, the number and rate of job openings were little changed at 11,200,000 and 6.9%, respectively. Job openings increased in transportation, warehousing, and utilities (+81,000); arts, entertainment, and recreation (+53,000); federal government (+47,000); and state and local government education (+42,000). Job openings decreased in durable goods manufacturing (-47,000).

Hires

In July, the number of hires was little changed at 6,400,000 and the rate was unchanged at 4.2%. Hires were little changed in all industries.

Separations

Total separations includes quits, layoffs and discharges, and other separations. Quits are generally voluntary separations initiated by the employee. Therefore, the quits rate can serve as a measure of workers’ willingness or ability to leave jobs. Layoffs and discharges are involuntary separations initiated by the employer. Other separations includes separations due to retirement, death, disability, and transfers to other locations of the same firm.

In July, the number and rate of total separations were little changed at 5,900,000 and 3.9%, respectively. Total separations increased in transportation, warehousing, and utilities (+65,000). 

In July, the number and rate of quits were little changed at 4,200,000 million and 2.7%, respectively. Quits decreased in health care and social assistance (-73,000) and in state and local government education (-21,000). Quits increased in transportation, warehousing, and utilities (+39,000).

In July, the number of layoffs and discharges was little changed at 1,400,000 and the rate was unchanged at 0.9%. Layoffs and discharges were little changed in all industries.

The number of other separations was little changed in July at 352,000. Other separations increased in wholesale trade (+10,000); information (+8,000); and nondurable goods manufacturing (+6,000). Other separations decreased in accommodation and food services (-25,000) and in federal government (-4,000).

Establishment Size Class

In July, the hires rate increased in establishments with 1,000 to 4,999 employees. The layoffs and discharges rate increased in establishments with 250 to 999 employees but decreased in establishments with 1,000 to 4,999 employees.

The Job Openings and Labor Turnover Survey estimates for August 2022 are scheduled to be released on Tuesday, October 4, 2022, at 10:00 a.m. (ET).

As we recruiters know that 11,200,000 number only represents 20% of the jobs currently available in the marketplace.  The other 80% of job openings are unpublished and are filled through networking or word of mouth or by using a RECRUITER.   So, those 11,200,000 published job openings now become a total of 56,000,000 published AND hidden job orders.

 

 

Online Labor Demand Rises in July

The Conference Board®−Burning Glass® Help Wanted OnLine® (HWOL) Index increased in July and now stands at 167.0 (July 2018=100), up from 162.4 in June. The 2.8% increase between June and July follows a 5.4% decrease between May and June. Overall, the Index is up 2.0% from a year ago.

The Conference Board®–Burning Glass® Help Wanted OnLine® (HWOL) Index measures the change in advertised online job vacancies over time, reflecting monthly trends in employment opportunities across the US. The Help Wanted OnLine® Index is produced in collaboration with Emsi Burning Glass, the global pioneer in real-time labor market data and analysis. This recent collaboration enhances the Help Wanted OnLine® program by providing additional insights into important labor market trends.

PROGRAM NOTES

Prior to 2020, The Conference Board constructed the HWOL Index based solely on online job ads over time. Using a methodology designed to reduce non-economic volatility contributed by online job sources, the HWOL Index served an effective measure of changes in labor demand over time.

Beginning January 2020, the HWOL Index was refined as an estimate of change in job openings (based on BLS JOLTS), using a series of econometric models which incorporate job ads with other macroeconomic indicators such as employment and aggregate hours worked. By adopting a modeled approach which combines other data sources with data on online job ads, the HWOL Index more accurately tracks important movements in the labor market.

The Conference Board®-Burning Glass® Help Wanted OnLine® (HWOL) Index measures changes over time in advertised online job vacancies, reflecting monthly trends in employment opportunities across the US. The HWOL Data Series aggregates the total number of ads available by month from the HWOL universe of online job ads. Ads in the HWOL universe are collected in real-time from over 50,000 online job domains including traditional job boards, corporate boards, social media sites, and smaller job sites that serve niche markets and smaller geographic areas.

Like The Conference Board’s long-running Help Wanted Advertising Index of print ads (which was published for over 55 years and discontinued in July 2008), Help Wanted OnLine® measures help wanted advertising, i.e. labor demand. The HWOL Data Series began in May 2005 and was revised in December 2018. With the December 2018 revision, The Conference Board released the HWOL Index, improving upon the HWOL Data Series’ ability to assess local labor market trends by reducing volatility and non-economic noise and improving correlation with local labor market conditions.

In 2019, the Help Wanted OnLine® program partnered with Emsi Burning Glass, the new sole provider of online job ad data for HWOL. With the partnership, the HWOL Data Series has been revised historically to reflect a new universe and methodology of online job advertisements and therefore cannot be used in conjunction with the pre-revised HWOL Data Series. The HWOL Data Series begins in January 2015 and the HWOL Index begins in December 2005. HWOL Index values prior to 2020 are based on job ads collected by CEB, Inc.

U-6 Update

In August 2022, the regular unemployment rate rose to 3.7% and the broader U-6 measure rose to 7.0%.

The above 7.0% is referred to as the U-6 unemployment rate (found in the monthly BLS Employment Situation Summary, Table A-15; Table A-12 in 2008 and before).  It counts not only people without work seeking full-time employment (the more familiar U-3 rate), but also counts “marginally attached workers and those working part-time for economic reasons.”  Note that some of these part-time workers counted as employed by U-3 could be working as little as an hour a week.  And the “marginally attached workers” include those who have gotten discouraged and stopped looking, but still want to work.  The age considered for this calculation is 16 years and over.

The August 2022 BLS Analysis

Total nonfarm payroll employment increased by 315,000 in August and the unemployment rate rose to 3.7%, the U.S. Bureau of Labor Statistics reported today.  Notable job gains occurred in professional and business services, health care, and retail trade.
 
The change in total nonfarm payroll employment for June was revised down by 105,000, from +398,000 to +293,000, and the change for July was revised down by 2,000, from +528,000 to +526,000.  With these revisions, employment in June and July combined is 107,000 lower than previously reported.  (Monthly revisions result from additional reports received from businesses and government agencies since the last published estimates and from the recalculation of seasonal factors).

The unemployment rate is also published by the BLS.  That rate is found by dividing the number of unemployed by the total civilian labor force.  On September 2nd, 2022, the BLS published the most recent unemployment rate for August 2022 of 3.7% (actually, it is 3.650% up .0192% from 3.458% in July.

The unemployment rate was determined by dividing the unemployed of 6,014,000 (–up from the month before by 344,000—since August 2021, this number has decreased by 2,325,000) by the total civilian labor force of 164,746,000 (up by 786,000 from July 2022).  Since August 2021, our total civilian labor force has increased by 3,241,000 workers.

(The continuing ‘Strange BLS Math’ saga—after a detour in December 2016 when the BLS {for the first time in years} DECREASED the total Civilian Noninstitutional Population—this month the BLS increased this total to 264,184,000.  This is an increase of 172,000 from last month’s increase of 177,000.  In one year, this population has increased by 2,573,000.  For the last 3 years the Civilian Noninstitutional Population has increased each month—except in December 2016, December 2018, December 2019, & December 2020—by…)

Subtract the ‘civilian labor force’ from the ‘civilian noninstitutional population’) and you get 99,438,000 ‘Not in Labor Force’—down by 613,000 from last month’s 100,051,000.  In one year, this NILF population has decreased by 668,000.  The government tells us that most of these NILFs got discouraged and just gave up looking for a job.  My monthly recurring question is: “If that is the case, how do they survive when they don’t earn any money because they don’t have a job?  Are they ALL relying on the government to support them??”

This month, our Employment Participation Rate—the population 16 years and older working or seeking work—rose to 62.4%.  This rate is the same as the historically low rate of 62.4% recorded in September 2015—and, before that, the rate recorded in October 1977—9 months into Jimmy Carter’s presidency—almost 40 years ago!

Final take on these numbers:  Fewer people looking for work will always bring down the unemployment rate.

Anyway, back to the point I am trying to make.  On the surface, these new unemployment rates are scary, but let’s look a little deeper and consider some other numbers.

The unemployment rate includes all types of workers—construction workers, government workers, etc.  We recruiters, on the other hand, mainly place management, professional and related types of workers.  That unemployment rate in August was 2.4% (this rate was the same as last month’s 2.4%).  Or you can look at it another way.  We usually place people who have college degrees.  That unemployment rate in August was1.9% (this rate was .1% lower than last month’s 2.0%).

Now stay with me a little longer.  This gets better.  It’s important to understand (and none of the pundits mention this) that the unemployment rate, for many reasons, will never be 0%, no matter how good the economy is.  Without boring you any more than I have already, let me add here that Milton Friedman (the renowned Nobel Prize-winning economist), is famous for the theory of the “natural rate of unemployment” (or the term he preferred, NAIRU, which is the acronym for Non-Accelerating Inflation Rate of Unemployment).  Basically, this theory states that full employment presupposes an ‘unavoidable and acceptable’ unemployment rate of somewhere between 4-6% with it.  Economists often settle on 5%, although the “New Normal Unemployment Rate” has been suggested to fall at 6.7%.

Nevertheless (if you will allow me to apply a ‘macro’ concept to a ‘micro’ issue), if this rate is applied to our main category of Management, Professional and Related types of potential recruits, and/or our other main category of College-Degreed potential recruits, because of the COVID-19 shutdown, we are not that far above the 4-6% threshold for full employment…and that will change as soon as we all return to work!

THE IMPORTANCE OF GDP

“The economic goal of any nation, as of any individual, is to get the greatest results with the least effort.  The whole economic progress of mankind has consisted in getting more production with the same labor…Translated into national terms, this first principle means that our real objective is to maximize production.  In doing this, full employment—that is, the absence of involuntary idleness—becomes a necessary by-product.  But production is the end, employment merely the means.  We cannot continuously have the fullest production without full employment.  But we can very easily have full employment without full production.”

On August 25th, the real gross domestic product (GDP) decreased at an annual rate of 0.6% in the second quarter of 2022, according to the “second” estimate released by the Bureau of Economic Analysis.  In the first quarter, real GDP decreased 1.6%.

The GDP estimate released today is based on more complete source data than were available for the “advance” estimate issued last month.  In the advance estimate, the decrease in real GDP was 0.9%. The update primarily reflects upward revisions to consumer spending and private inventory investment that were partly offset by a downward revision to residential fixed investment.

The decrease in real GDP reflected decreases in private inventory investment, residential fixed investment, federal government spending, and state and local government spending, that were partly offset by increases in exports and consumer spending. Imports, which are a subtraction in the calculation of GDP, increased.

The decrease in private inventory investment was led by a decrease in retail trade (mainly “other” general merchandise stores). The decrease in residential fixed investment was led by a decrease in “other” structures (specifically real estate brokers’ commissions). The decrease in federal government spending reflected a decrease in nondefense spending that was partly offset by an increase in defense spending. The decrease in nondefense spending reflected the sale of crude oil from the Strategic Petroleum Reserve, which results in a corresponding decrease in consumption expenditures.  Because the oil sold by the government enters private inventories, there is no direct net effect on GDP. The decrease in state and local government spending was led by a decrease in investment in structures. The increase in imports reflected an increase in services (led by travel).

The increase in exports reflected increases in both goods (led by industrial supplies and materials) and services (led by travel). The increase in consumer spending reflected an increase in services (led by food services and accommodations as well as “other” services) that was partly offset by a decrease in goods (led by food and beverages).

Real GDP decreased less in the second quarter than in the first quarter, decreasing 0.6% after decreasing 1.6%. The smaller decrease reflected an upturn in exports and a smaller decrease in federal government spending that were partly offset by a larger decline in private inventory investment, a slowdown in consumer spending, and downturns in nonresidential fixed investment and residential fixed investment. Imports decelerated.

Updates to GDP

The decrease in second-quarter real GDP was revised up 0.3% point from the “advance” estimate, primarily reflecting upward revisions to consumer spending, private inventory investment, and state and local government spending that were partly offset by downward revisions to residential fixed investment, federal government spending, and exports. Imports were revised down.

Annual Update of the National Economic Accounts

BEA will release results from the 2022 annual update of the National Economic Accounts, which includes the National Income and Product Accounts as well as the Industry Economic Accounts, on September 29, 2022. This update will present revised statistics for GDP, GDP by Industry, and gross domestic income that cover the first quarter of 2017 through the first quarter of 2022.

IT IS IMPOSSIBLE FOR UNEMPLOYMENT EVER TO BE ZERO

‘Unemployment’ is an emotional ‘trigger’ word…a ‘third rail’, if you will.  It conjures up negative thoughts.  But it is important to realize that, while we want everyone who wants a job to have the opportunity to work, unemployment can never be zero and, in fact, can be disruptive to an economy if it gets too close to zero.  Very low unemployment can actually hurt the economy by creating an upward pressure on wages which invariably leads to higher production costs and prices.  This can lead to inflation.  The lowest the unemployment rate has been in the US was 2.5%.  That was in May and June 1953 when the economy overheated due to the Korean War.  When this bubble burst, it kicked off the Recession of 1953.  A healthy economy will always include some percentage of unemployment.

There are five main sources of unemployment:

1.  Cyclical (or demand-deficient) unemployment – This type of unemployment fluctuates with the business cycle.  It rises during a recession and falls during the subsequent recovery.  Workers who are most affected by this type of unemployment are laid off during a recession when production volumes fall, and companies use lay-offs as the easiest way to reduce costs.  These workers are usually rehired, some months later, when the economy improves.

2.  Frictional unemployment – This comes from the normal turnover in the labor force.  This is where new workers are entering the workforce and older workers are retiring and leaving vacancies to be filled by the new workers or those re-entering the workforce.  This category includes workers who are between jobs.

3.  Structural unemployment – This happens when the skills possessed by the unemployed worker don’t match the requirements of the opening—whether those be in characteristics and skills or in location.  This can come from new technology or foreign competition (e.g., foreign outsourcing).  This type of unemployment usually lasts longer than frictional unemployment because retraining, and sometimes relocation, is involved.  Occasionally jobs in this category can just disappear overseas.

4.  Seasonal unemployment – This happens when the workforce is affected by the climate or time of year.  Construction workers and agricultural workers aren’t needed as much during the winter season because of the inclement weather.  On the other hand, retail workers experience an increase in hiring shortly before, and during, the holiday season, but can be laid off shortly thereafter.

5.  Surplus unemployment – This is caused by minimum wage laws and unions.  When wages are set at a higher level, unemployment can often result.  Why?  To keep within the same payroll budget, the company must let go of some workers to pay the remaining workers a higher salary.

Other factors influencing the unemployment rate:

1.  Length of unemployment – Some studies indicate that an important factor influencing a worker’s decision to accept a new job is directly related to the length of the unemployment benefit they are receiving.

Currently, workers in most states are eligible for up to 26 weeks of benefits from the regular state-funded unemployment compensation program, although seven states provide fewer weeks and one provides more.  Extended Benefits (EB) have triggered on in 14 states plus the District of Columbia and the Virgin Islands.  Additional weeks of federal benefits are also available through September 6, 2021.

Studies suggest that additional weeks of benefits reduce the incentive of the unemployed to seek and accept less-desirable jobs.

2.  Changes in GDP – Since hiring workers takes time, the improvement in the unemployment rate usually lags the improvement in the GDP.

Now back to the issue at hand, namely the recruiting, and placing, of professionals and those with college degrees.

The August 2022 rates for these two categories, 2.4% and 1.9%, respectively, are pretty low.  But regardless, these unemployment numbers usually include a good number of job hoppers, job shoppers and rejects.  We, on the other hand, are engaged by our client companies to find those candidates who are happy, well-appreciated, making good money and currently working and we entice them to move for even better opportunities—especially where new technologies are expanding.  This will never change.  And that is why, no matter the overall unemployment rate, we still need to MARKET to find the best possible job orders to work and we still need to RECRUIT to find the best possible candidates for those Job Orders.
