Resilient Job Market Forecast for First Half of 2024, Robert Half reports

The job market looks resilient heading into 2024, according to a study by Robert Half International Inc.

Its survey of hiring mangers found 57% plan to add new, permanent positions in the first half of 2024. That’s down only slightly from 58% in a similar survey last year. In addition, 39% anticipate hiring in the first half of 2024 for vacated positions, and 67% expect to hire contract workers.

Company growth was the top reason for increased hiring, cited by 66% of respondents.

“Job openings continue to exceed the number of professionals looking for work,” Dawn Fay, operational president of Robert Half, said in a press release. “With hiring expected to increase early in the year, employers need to have a strategic hiring plan in order to land the talent they need.”

The survey also found that 90% of hiring managers reported difficulty finding skilled professionals. And 58% said it takes longer to hire for open roles compared to one year ago.

Top factors contributing to hiring challenges include:

  • Finding candidates who align with the company culture, 49%
  • Meeting candidates’ salary expectations, 48%
  • Lack of candidates applying for open roles, 42%

Retaining talent was also a concern, cited by 91% of respondents.

Robert Half’s survey included more than 1,850 managers with responsibility for hiring personnel in finance/accounting, technology, marketing, legal, administrative, and customer support and human resources. Hiring managers were at companies that had 20 or more employees in the US. The survey took place from Nov. 1 to Nov. 20.

A Quarter of Retired Americans Likely to Return to Work: ResumeBuilder.com

A portion of retired Americans, 12%, is likely to start working again in 2024, with 3% very likely to return to work next year and 8% somewhat likely to return, according to a survey released by ResumeBuilder.com.

Inflation and increased cost of living is the top reason for returning to work, cited by 61% of respondents. In addition, 34% of retirees said they might return to work because they did not save enough money for retirement, while 34% are returning to work to combat boredom.

“Clearly the driving factor for a majority of seniors returning to work is financial but this is not the only reason for many,” Stacie Haller, chief career advisor at ResumeBuilder.com, said in a press statement. “In my own practice, I often meet with retirees who find that they miss the camaraderie of working with others. Many still want to be in the game and are not ready to just ‘play golf.’ Many are excited about trying something new or something they always wanted to explore.”

Of the older Americans currently working full- or part-time, 25% said they had retired at one point but are now back to work, while 75% said they never stopped working, according to the report. In addition, only 8% of those currently working plan to retire next year.

Meanwhile, 66% of retirees who may return to work said they fear age bias will affect their job prospects. While 59% said they would seek a new job in a new industry, 14% said they would go back to their previous employment and 27% would seek out a new employer in the same industry.

ResumeBuilder surveyed 500 respondents in the US aged 62 to 85 on Nov. 16 for the report.

Generate AI to Impact White-Collar Jobs more than Blue

White-collar jobs are likely to be more affected by generative AI than blue-collar jobs, according to a report released today by Pearson plc, a provider of online training, textbooks and skills assessments.

Approximately 30% of white-collar roles could be done by generative AI, Pearson found. However, less than 1% of blue-collar jobs could be done by generative AI.

Many of the most affected white-collar roles contain repetitive tasks such as scheduling appointments or answering and directing calls. On the other hand, white-collar roles that are likely to be least impacted include those involving tasks related to mathematics, such as engineers.

Many blue-collar roles — such as landscapers, mechanics or construction workers — include manual labor or customer service elements that can’t easily be replicated by generative AI.

Pearson’s report analyzed the impact of generative AI on more than 5,000 jobs in five countries: Australia, Brazil, India, the US and the UK.

Pearson listed both the most and least impacted jobs in the US by percent of hours spent on tasks that can be automated or augmented by generative AI.

White-collar jobs

Most impacted:

  3. Billing, cost and rate clerks, 38%
  4. Loan interviewers and clerks, 38%

Labor Market Went Smoothly This Year, but 2024 is more of a Question: Indeed

Everything that needed to go right for the US labor market this year largely has, according to a report released today by Indeed. The labor market could hold up next year as well, but there are some potential storm clouds.

Indeed’s 2024 US Jobs & Hiring Trends Report: Reasons for Cautious Optimism says for the 2024 labor market to remain strong, a few trends need to hold up or accelerate:

  • Demand for workers will need to stay strong, either because job postings hold firm or employers hoard workers despite weak hiring plans.
  • More prime-age workers will need to enter the workforce to counteract the long-term drag of an aging population. 
  • Quitting will need to stick to its current pace, a level consistent with what we saw before the pandemic but still elevated compared to historical standards.
  • Nominal wage growth will need to continue to come down to ease concerns about the labor market fueling inflation. But for workers to keep adding to their purchasing power, wage growth cannot fall below the rate of inflation.
  • Generative AI tools may spread rapidly through the economy and boost productivity growth.

Among the data in the report, Indeed noted job postings are down, wage growth is settling down and posts for AI-related jobs are surging.

Job postings. Indeed noted demand for workers has moderated as of late, but further reductions could be a cause for concern. The Indeed Job Postings Index is down 22.5% as of early this month from its peak at Dec. 31, 2021, and the federal government’s job openings number is down 20.6% from its March 2022 high as of September. Postings and openings remain elevated relative to historic norms, but they are at much lower level than recent highs.

Wage growth. The Indeed Wage Tracker found posted wages in October were up 4.2% from a year prior but were below the January 2022 peak of 9.3%. “If posted wages continue to slow down at roughly the rate they have for the past three months, the Indeed Wage Tracker will return to its pre-pandemic pace before the middle of next year,” the report states.

Generative AI. Only 0.003% of job postings mentioned terms related to generative AI at the beginning of 2023, but this share stood at 0.06% by the end of October — a 20 times increase. Still, only six in 10,000 job postings means generative AI jobs aren’t very common, even if they are growing rapidly. However, Indeed’s research captures job postings that mention AI, even if it’s being used as a tool rather than creating AI; for example, marketers may not be creating AI tools, but they are using them.

AI-related Roles Surge in Demand: Deel

Daily News, November 7, 2023

Demand for AI, software engineering and data science roles soared over the past year, according to employer-of-record platform Deel.

People in these positions who were paid through the platform increased by 60% to more than 5,000 in September, up from more than 3,000 at the same time last year, according to the company’s press release.

Globally, the US dominated AI hiring, followed closely by Canada, the UK and Germany.

“Our hypothesis is that complementary trends have allowed AI to touch all corners of the globe,” the company said in a statement.

When it comes to salaries for these positions, the average salary remained stagnant last year. Only Latin America showed a modest increase. India has led the way in new AI roles, with positions such as AI engineer, AI training lead and AI computer vision engineer in high demand, according to Deel.

US companies are hiring AI talent in Brazil, Canada, and Argentina, while the UK and Canada are hiring AI talent from the US.

Tight Job Market in Finance/Accounting, Professionals Settle in after Years of High Turnover

Employers looking at hiring finance/accounting professional face a tight job market, according to the 2024 Workforce Planning Guide released by Addison Group.

The 2024 report details the talent situation in finance/accounting. It also lists the US national average salaries, with CFOs reaching $261,739.

After years of high turnover in finance/accounting, workers have now settled into their new jobs and are in no hurry to leave, according to the report. A turbulent economy over the past few years and healthy compensation packages have decreased the pool of candidates and increased competition among employers, according to data compiled in the report.

“As employers continue to face a tight job market, they will need to take a closer look at their compensation packages and be prepared for counter offers,” Addison Group’s report stated. “Beyond salary levels, evaluate what creative work/life balance and benefits may entice candidates from paid paternity leave to on-site daycare or more flexible vacation packages.”

Some of the most highly paid finance roles include CFO, VP of finance and FP&A director:

  • CFO, $261,739
  • VP of finance, $222,107
  • FP&A director, $207,069
  • FP&A manager, $156,855
  • Senior financial analyst, $112,415

Examples of accounting roles with the highest salaries include:

  • Chief accounting officer, $227,071
  • Controller, $191,885
  • Assistant controller, $165,753
  • Director of corporate accounting, $156,664
  • Director of financial reporting, $179,490

Addison Group ranks as the fifth-largest finance/accounting staffing firm in the US and the 33rd-largest overall.

ADP National Employment Report: Private Sector Employment Increased by 103,000 Jobs in November; Over 69% of the New Job Creation (74,000) came from Small & Medium Establishments; Annual Pay was Up 5.6%

ROSELAND, N.J. – December 6, 2023

Private sector employment increased by 103,000 jobs in November and annual pay was up 5.6% year-over-year, according to the November ADP® National Employment Report TM produced by the ADP Research Institute® in collaboration with the Stanford Digital Economy Lab (“Stanford Lab”).

The ADP National Employment Report is an independent measure and high-frequency view of the private-sector labor market based on actual, anonymized payroll data of more than 25,000,000 U.S. employees. The jobs report and pay insights use ADP’s fine-grained anonymized and aggregated payroll data to provide a representative picture of the private-sector labor market.

The report details the current month’s total private employment change, and weekly job data from the previous month. Because the underlying ADP payroll databases are continuously updated, the report provides a high frequency, near real-time measure of U.S. employment. This measure reflects the number of employees on ADP client payrolls (Payroll Employment) to provide a richer understanding of the labor market. ADP’s pay measure uniquely captures the earnings of a cohort of almost 10,000,000 employees over a 12-month period.

* Sum of components may not equal total, due to rounding. The October total of jobs added was revised from 113,000 to 106,000.

“Restaurants and hotels were the biggest job creators during the post-pandemic recovery,” said Nela Richardson, chief economist, ADP. “But that boost is behind us, and the return to trend in leisure and hospitality suggests the economy as a whole will see more moderate hiring and wage growth in 2024.”

Pay growth continued its slowdown in November.  Job-stayers saw a 5.6% pay increase in November, the slowest pace of gains since September 2021.

Job-changers, too, saw slowing pay growth, posting pay gains of 8.3%, the smallest year over-year increase since June 2021.

The premium for switching jobs is at its smallest in 3 years of data.

Bottom-line:  To my audience of recruiters, always remember this:  Our ‘bread and butter’, especially on the contingency side of the house, has historically been, and continues to be, small and medium-sized client companies.  Along with the large companies, these companies need to be included in your niche!

Job Openings and Labor Turnover – October 2023

The number of job openings decreased to 8,700,000 on the last business day of October, the U.S. Bureau of Labor Statistics reported today. Over the month, the number of hires and total separations changed little at 5,900,000 and 5,600,000, respectively. Within separations, quits (3,600,000) and layoffs and discharges (1,600,000) changed little. This release includes estimates of the number and rate of job openings, hires, and separations for the total nonfarm sector, by industry, and by establishment size class.

Job Openings

On the last business day of October, the number of job openings decreased to 8,700,000 (-617,000). The job openings rate, at 5.3%, decreased by 0.3% over the month and 1.1% over the year. Over the month, job openings decreased in health care and social assistance (-236,000), finance and insurance (-168,000), and real estate and rental and leasing

(-49,000). Job openings increased in information (+39,000).

Hires

In October, the number and rate of hires changed little at 5,900,000 and 3.7%, respectively. The number of hires decreased in accommodation and food services

(-110,000).

Separations

Total separations include quits, layoffs and discharges, and other separations. Quits are generally voluntary separations initiated by the employee. The quits rate can serve as a measure of workers’ willingness or ability to leave jobs. Layoffs and discharges are involuntary separations initiated by the employer. Other separations include separations due to retirement, death, disability, and transfers to other locations of the same firm.

The number of total separations in October changed little at 5,600,000, and the rate was unchanged at 3.6% for the fifth consecutive month. Over the month, the number of total separations increased in professional and business services (+121,000).

In October, the number of quits changed little at 3,600,000, and the rate was 2.3% for the fourth consecutive month. The number of quits increased in professional and business services (+97,000).

In October, the number of layoffs and discharges changed little at 1,600,000, and the rate was unchanged at 1.0%. The number of layoffs and discharges changed little in all industries.

The number of other separations changed little in October at 377,000.

Establishment Size Class

In October, the job openings, hires, and total separations rates changed little for establishments with 1 to 9 employees. The quits rate and total separations rate decreased for establishments with 5,000 or more employees.

The Job Openings and Labor Turnover Survey estimates for November 2023 are scheduled to be released on Wednesday, January 3, 2024, at 10:00 a.m. (ET).

As we recruiters know, that 8,700,000 number only represents 20% of the jobs currently available in the marketplace.  The other 80% of job openings are unpublished and are filled through networking or word of mouth or by using a RECRUITER.   So, those 8,700,000 published job openings now become a total of 43,500,000 published AND hidden job orders.

 

 

Online Labor Demand Decreases in October

The Conference Board−Lightcast Help Wanted OnLine® (HWOL) Index fell in October to 156.4 (July 2018=100), down from an upwardly revised 160.9 in September. The 2.8% decrease between September and October follows a 0.6% increase between August and September. Overall, the Index is down 2.1% from one year ago.

The HWOL Indexmeasures the change in advertised online job vacancies over time, reflecting monthly trends in employment opportunities across the US. The Help Wanted OnLine® Index is produced in collaboration with Lightcast (formerly Emsi Burning Glass), the global leader in real-time labor market data and analysis. This collaboration enhances the Help Wanted OnLine® program by providing additional insights into important labor market trends.

PROGRAM NOTES

Prior to 2020, The Conference Board constructed the HWOL Index based solely on online job ads over time. Using a methodology designed to reduce non-economic volatility contributed by online job sources, the HWOL Index served an effective measure of changes in labor demand over time.

Beginning January 2020, the HWOL Index was refined as an estimate of change in job openings (based on BLS JOLTS), using a series of econometric models which incorporate job ads with other macroeconomic indicators such as employment and aggregate hours worked. By adopting a modeled approach which combines other data sources with data on online job ads, the HWOL Index more accurately tracks important movements in the labor market.

The Conference Board-Lightcast Help Wanted OnLine® (HWOL) Indexmeasures changes over time in advertised online job vacancies, reflecting monthly trends in employment opportunities across the US. The HWOL Data Series aggregates the total number of ads available by month from the HWOL universe of online job ads. Ads in the HWOL universe are collected in real-time from over 50,000 online job domains including traditional job boards, corporate boards, social media sites, and smaller job sites that serve niche markets and smaller geographic areas.

Like The Conference Board’s long-running Help Wanted Advertising Index of print ads (which was published for over 55 years and discontinued in July 2008), Help Wanted OnLine® measures help wanted advertising—i.e., labor demand. The HWOL Data Series began in May 2005 and was revised in December 2018. With the December 2018 revision, The Conference Board released the HWOL Index, improving upon the HWOL Data Series’ ability to assess local labor market trends by reducing volatility and non-economic noise and improving correlation with local labor market conditions.

In 2019, Lightcast (formerly Emsi Burning Glass) joined the Help Wanted OnLine® program as the new sole provider of online job ad data for HWOL. With this partnership, the HWOL Data Series has been revised historically to reflect a new universe and methodology of online job advertisements and therefore cannot be used in conjunction with the pre-revised HWOL Data Series. The HWOL Data Series begins in January 2015 and the HWOL Index begins in December 2005. HWOL Index values prior to 2020 are based on job ads collected by CEB, Inc.

U-6 Update

In November 2023, the regular unemployment rate edged down to 3.7% and the broader U-6 measure edged down to 7.0%.

The above 7.0% is referred to as the U-6 unemployment rate (found in the monthly BLS Employment Situation Summary, Table A-15; Table A-12 in 2008 and before).  It counts not only people without work seeking full-time employment (the more familiar U-3 rate), but also counts “marginally attached workers and those working part-time for economic reasons.”  Note that some of these part-time workers counted as employed by U-3 could be working as little as an hour a week.  And the “marginally attached workers” include those who have gotten discouraged and stopped looking, but still want to work.  The age considered for this calculation is 16 years and over.

The November 2023 BLS Analysis

Total nonfarm payroll employment increased by 199,000 in November, and the unemployment rate edged down to 3.7%, the U.S. Bureau of Labor Statistics reported today.  Job gains occurred in health care and government.  Employment also increased in manufacturing, reflecting the return of workers from a strike.  Employment in retail trade declined.
 

The change in total nonfarm payroll employment for September was revised down by 35,000, from +297,000 to +262,000, and the change for October remained at +150,000.  With these revisions, employment in September and October combined is 35,000 lower than previously reported. (Monthly revisions result from additional reports received from businesses and government agencies since the last published estimates and from the recalculation of seasonal factors.)

The unemployment rate is also published by the BLS.  That rate is found by dividing the number of unemployed by the total civilian labor force.  On December 8th, 2023, the BLS published the most recent unemployment rate for November 2023 of 3.7% (actually, it is 3.739% down .140% from 3.879% in October.

The unemployment rate was determined by dividing the unemployed of 6,291,000

(–down from the month before by 215,000—since November 2022, this number has increased by 291,000) by the total civilian labor force of 168,260,000 (up by 532,000 from October 2023).  Since November 2022, our total civilian labor force has increased by 3,733,000 workers.

(The continuing ‘Strange BLS Math’ saga—after a detour in December 2016 when the BLS {for the first time in years} DECREASED the total Civilian Noninstitutional Population—this month the BLS increased this total to 267,822,000.  This is an increase of 180,000 from last month’s increase of 214,000.  In one year, this population has increased by 3,114,000.  For the last 3 years the Civilian Noninstitutional Population has increased each month—except in December 2016, December 2018, December 2019, & December 2020—by…)

Subtract the ‘civilian labor force’ from the ‘civilian noninstitutional population’) and you get 99,562,000 ‘Not in Labor Force’—down by 352,000 from last month’s 99,914,000.  In one year, this NILF population has decreased by 619,000.  The government tells us that most of these NILFs got discouraged and just gave up looking for a job.  My monthly recurring question is: “If that is the case, how do they survive when they don’t earn any money because they don’t have a job?  Are they ALL relying on the government to support them??”

This month, our Employment Participation Rate—the population 16 years and older working or seeking work—remained at 62.8%.  This rate is .4% higher than the historically low rate of 62.4% recorded in September 2015—and, before that, the rate recorded in October 1977—9 months into Jimmy Carter’s presidency—almost 40 years ago!

Final take on these numbers:  Fewer people looking for work will always bring down the unemployment rate.

Anyway, back to the point I am trying to make.  On the surface, these new unemployment

rates are scary, but let’s look a little deeper and consider some other numbers.

The unemployment rate includes all types of workers—construction workers, government workers, etc.  We recruiters, on the other hand, mainly place management, professional and related types of workers.  That unemployment rate in November was 1.8% (this rate was .1% lower than last month’s 1.9%).  Or you can look at it another way.  We usually place people who have college degrees.  That unemployment rate in November was 2.1% (this rate was the same as last month’s 2.1%).

Now stay with me a little longer.  This gets better.  It’s important to understand (and none of the pundits mention this) that the unemployment rate, for many reasons, will never be 0%, no matter how good the economy is.  Without boring you any more than I have already, let me add here that Milton Friedman (the renowned Nobel Prize-winning economist), is famous for the theory of the “natural rate of unemployment” (or the term he preferred, NAIRU, which is the acronym for Non-Accelerating Inflation Rate of Unemployment).  Basically, this theory states that full employment presupposes an ‘unavoidable and acceptable’ unemployment rate of somewhere between 4-6% with it.  Economists often settle on 5%, although the “New Normal Unemployment Rate” has been suggested to fall at 6.7%.

Nevertheless (if you will allow me to apply a ‘macro’ concept to a ‘micro’ issue), if this rate is applied to our main category of Management, Professional and Related types of potential recruits, and/or our other main category of College-Degreed potential recruits, because of the COVID-19 shutdown, we are not that far above the 4-6% threshold for full employment…and that will change as soon as we all return to work!

THE IMPORTANCE OF GDP

“The economic goal of any nation, as of any individual, is to get the greatest results with the least effort.  The whole economic progress of mankind has consisted in getting more production with the same labor…Translated into national terms, this first principle means that our real objective is to maximize production.  In doing this, full employment—that is, the absence of involuntary idleness—becomes a necessary by-product.  But production is the end, employment merely the means.  We cannot continuously have the fullest production without full employment.  But we can very easily have full employment without full production.”

On November 29th, 2023, the real gross domestic product (GDP) increased at an annual rate of 5.2% in the third quarter of 2023, according to the “second” estimate released by the Bureau of Economic Analysis. In the second quarter, real GDP increased 2.1%.

The GDP estimate released today is based on more complete source data than was available for the “advance” estimate issued last month. 

In the advance estimate, the increase in real GDP was 4.9%. The update primarily reflected upward revisions to nonresidential fixed investment and state and local government spending that were partly offset by a downward revision to consumer spending. Imports, which are a subtraction in the calculation of GDP, were revised down.

The increase in real GDP reflected increases in consumer spending, private inventory investment, exports, state and local government spending, federal government spending, residential fixed investment, and nonresidential fixed investment. Imports increased.

Compared to the second quarter, the acceleration in real GDP in the third quarter primarily reflected accelerations in consumer spending and private inventory investment and an upturn in exports that were partly offset by a deceleration in nonresidential fixed investment. Imports turned up.

Updates to GDP

With the second estimate, upward revisions to nonresidential fixed investment, state and local government spending, residential investment, private inventory investment, and federal government spending were partly offset by downward revisions to consumer spending and exports. Imports were revised down.

IT IS IMPOSSIBLE FOR UNEMPLOYMENT EVER TO BE ZERO

‘Unemployment’ is an emotional ‘trigger’ word…a ‘third rail’, if you will.  It conjures up negative thoughts.  But it is important to realize that, while we want everyone who wants a job to have the opportunity to work, unemployment can never be zero and, in fact, can be disruptive to an economy if it gets too close to zero.  Very low unemployment can actually hurt the economy by creating an upward pressure on wages which invariably leads to higher production costs and prices.  This can lead to inflation.  The lowest the unemployment rate has been in the US was 2.5%.  That was in May and June 1953 when the economy overheated due to the Korean War.  When this bubble burst, it kicked off the Recession of 1953.  A healthy economy will always include some percentage of unemployment.

There are five main sources of unemployment:

1.  Cyclical (or demand-deficient) unemployment – This type of unemployment fluctuates with the business cycle.  It rises during a recession and falls during the subsequent recovery.  Workers who are most affected by this type of unemployment are laid off during a recession when production volumes fall, and companies use lay-offs as the easiest way to reduce costs.  These workers are usually rehired, some months later, when the economy improves.

2.  Frictional unemployment – This comes from the normal turnover in the labor force.  This is where new workers are entering the workforce and older workers are retiring and leaving vacancies to be filled by the new workers or those re-entering the workforce.  This category includes workers who are between jobs.

3.  Structural unemployment – This happens when the skills possessed by the unemployed worker don’t match the requirements of the opening—whether those be in characteristics and skills or in location.  This can come from new technology or foreign competition (e.g., foreign outsourcing).  This type of unemployment usually lasts longer than frictional unemployment because retraining, and sometimes relocation, is involved.  Occasionally jobs in this category can just disappear overseas.

4.  Seasonal unemployment – This happens when the workforce is affected by the climate or time of year.  Construction workers and agricultural workers aren’t needed as much during the winter season because of the inclement weather.  On the other hand, retail workers experience an increase in hiring shortly before, and during, the holiday season, but can be laid off shortly thereafter.

5.  Surplus unemployment – This is caused by minimum wage laws and unions.  When wages are set at a higher level, unemployment can often result.  Why?  To keep within the same payroll budget, the company must let go of some workers to pay the remaining workers a higher salary.

Other factors influencing the unemployment rate:

1.  Length of unemployment – Some studies indicate that an important factor influencing a worker’s decision to accept a new job is directly related to the length of the unemployment benefit they are receiving.  Currently, workers in most states are eligible for up to 26 weeks of benefits from the regular state-funded unemployment compensation program.

Extended Benefits are available to workers who have exhausted regular unemployment insurance benefits during periods of high unemployment. The basic Extended Benefits program provides up to 13 additional weeks of benefits when a State is experiencing high unemployment. Some States have also enacted a voluntary program to pay up to 7 additional weeks (20 weeks maximum) of Extended Benefits during periods of extremely high unemployment.

Studies suggest that additional weeks of benefits reduce the incentive of the unemployed to seek and accept less-desirable jobs.

2.  Changes in GDP – Since hiring workers takes time, the improvement in the unemployment rate usually lags the improvement in the GDP.

Now back to the issue at hand, namely the recruiting, and placing, of professionals and those with college degrees.

The November 2023 rates for these two categories, 1.8% and 2.1%, respectively, are pretty low.  But regardless, these unemployment numbers usually include a good number of job hoppers, job shoppers and rejects.  We, on the other hand, are engaged by our client companies to find those candidates who are happy, well-appreciated, making good money and currently working and we entice them to move for even better opportunities—especially where new technologies are expanding.  This will never change.  And that is why, no matter the overall unemployment rate, we still need to MARKET to find the best possible job orders to work and we still need to RECRUIT to find the best possible candidates for those Job Orders.
